Kimberly Harris

Kimberly L. Harris retired from Law Enforcement in 2026 where she served as a Behavioral Health and Community Advocacy Commander with over 26 years of experience, 17 of which in a leadership role. She was the subject matter expert on behavioral health for the Training Center and the SWAT Team. She led a team to develop a Behavioral Health Law Enforcement Unit (BHLEU) which pairs clinicians with specially trained law enforcement officers.

Kimberly recently contracted with FIFA for the 2026 World Cup at Dallas Stadium. She partnered with local and federal law enforcement, stadium personnel, and FIFA leadership to provide a secure location for all involved. Kimberly served as the Manager of Interior Security for the tournament and has ventured into event management, threat assessment, and security.

Kimberly received her B.S. from Oklahoma City University in Psychology. She received her M.Ed. from the University of North Texas with a specialty in severe mental health disorders. She is a licensed behavioral health clinician and also holds a national counseling certification. She is a TCOLE instructor, has a Master Peace Officer designation, and serves on the Peer Support Team.

Kimberly’s law enforcement journey includes supervisory positions within Victim Services, Internal Affairs, the Jail, the Traffic Unit, and Patrol Operations. She has led the department in the mental health initiatives since 2012 when she established program to address behavioral health gaps within the city. The program partners with the local mental health authority (MHMR) and continues as an ancillary unit.  She continues to develop courses for area departments to enhance knowledge of behavioral health. Her prior career experience in the behavioral health field includes positions within psychiatric settings and private practice. She specializes in crisis intervention, mental health counseling, threat mitigation, and brief therapy. Kimberly has presented at multiple local, state, national, and international conferences since 1997
